  1. Sprinkle gelatin over the water and let it bloom for 5 minutes.
  2. Heat milk and sugar in a saucepan over medium until steaming but not boiling.
  3. Remove from heat and stir in the bloomed gelatin until fully dissolved.
  4. Pour into serving bowls and refrigerate until set, about 3–4 hours.
  5. Before serving, top with a scoop of vanilla ice cream and drizzle with rose syrup.
