  1. Pour 1 3/4 cup water into a pot.
  2. Pour 1/3 cup water into a bowl or 4-cup measuring cup.
  3. Mix 9 tbsp gelatin into the 1/3 cup water to bloom; set aside.
  4. Heat pot of water on medium-low until hot (do not boil).
  5. Mash marmalade in a bowl to break it down.
  6. Add mashed marmalade to hot water; stir until dissolved (peels won’t dissolve).
  7. Add bloomed gelatin to pot; stir until fully dissolved.
  8. Cook on medium heat for 5-10 minutes, then reduce to low.
  9. Pour mixture into a small measuring cup.
  10. Transfer to 48-disc molds.
  11. Refrigerate for 1 hour or until set.
